However, there is a darker side ... the Department of Public Health ostensibly in charge of phsyical and mental health is also an internal security department with a general lack of scruples in what it considers a threat to the society. The high and low fear it and whisper about it ... and there are movements attempting to remove it ... But it is powerful... it is dangerous... and it isn't willing to play dead for anyone...
